Building Democracy in Colombia: Some Observations in the Light of the Kerala Experience

Latin America is rising from a long slumber. The great awakening of the continent has roused expectations the world over regarding possibility of alternatives, especially in similarly situated regions of the southern hemisphere. Not surprisingly, the developments in Latin America are a major point of discussion in India, especially in Kerala, the southern-most state of the country, which is considered to be a laboratory of experiments in democracy. It is hoped that the Latin American experience will entail many lessons for countries building democracy elsewhere in the world and vice versa.
